3Tablespoonstomato sauce1 large diced tomato can be used

Instructions
Heat a dutch oven or large deep skillet over high heat and brown the stew meat along with the diced onions and green pepper. Once the meat develops rich flavor and color. Stir in the tomato sauce or fresh tomato, followed by the garlic powder, cumin, chili powder, salt and pepper. Once everything is well combined, sprinkle the flour evenly over the meat mixture and stir thoroughly to coat. Slowly add the water or stock, mixing well to create a smooth gravy without lumps. Bring the mixture to a boil, then cover the pan and reduce the heat to low. Allow the Carne Guisada to simmer for about 1½ hours, or until the beef is perfectly tender and full of flavor. Finally, taste the gravy and adjust the seasonings if needed before serving. This is delicious served with Spanish rice, warm flour tortillas, or even creamy mashed potatoes.
